The Bush Administration is now contending that the domestic spying program is not "domestic" spying since one end of the phone call or e-mail being spyed on is always outside the United States. The Kennebunkport Cowboy has now said that a better term would be the “terrorist surveillance program."

It seems this administration has a somewhat twisted fascination with semantics. Some previous examples include:
